Instead of cloaking , why not post articles to news website ? i have read a artcle from http://toprank.blogware.com/blog/_archives/2005/7/21/1061029.html saying he got PR 0 to PR 5 just by posting content to artcles website.
May be it is a better idea

I think this "black hat" tactic cannot last long... soon google will find out and may ban the website doing this. No worth to try....
